Losses boost centers' needs

Jim Sigler, Paducah-McCracken County Convention Center Corporation chairman, said “a lot” of checks and balances were in place during the time when police allege that former director J. Patrick Kerr was embezzling funds from the Julian M. Carrol Convention and Paducah Expo centers.

Now, in the wake of discovering that dozens of unauthorized checks were cashed unbeknownst to both the CCC members and an outside auditor, the board is changing its oversight practices.

Kerr was fired and arrested Oct. 9 in connection with the alleged embezzlement of more than $200,000. Susan Kreutzer Wilson, who police allege served as an accomplice, and Kerr face felony theft charges.

At a called board meeting Monday, members approved a resolution granting CCC member Susan Ybarzabal, Paducah city finance director John Perkins and McCracken County treasurer Angie Brown view-only access to the centers’ Paducah Bank account. Ybarzabal will not have the authority to sign checks, thus eliminating a possibility for a scheme similar to the one Kerr allegedly facilitated.

Since the board hired Kerr in September 2009, he had the authority to sign checks for all vendors expenses. The responsibility allowed him full access to all of the centers’ bank checks. They included stacks of old checks leftover from the days of the Executive Inn before it shut down in late 2008.

Members said Monday that Kerr used those checks, without permission, to pay Wilson for advertising services that he reportedly admitted she never provided. Wilson would in turn cash the checks and split the money with Kerr, officials say.

According to bank records, the checks Kerr signed over to Wilson were handwritten and included a Paducah Bank emblem in the bottom left corner, as opposed to the typed Quickbooks checks used to pay most of the legitimate vendors.

PADUCAH, Ky. - The future of the Executive Inn has been in limbo for years.  Now, a group from florida has been working with the current owner to buy the hotel.

For the past 24 years quilters from across the nation gathered in Paducah to show off their wares and learn a few new things about stitching fabrics together.

But now it's the Executive Inn that's trying to patch things up with a Florida company called Space Coast Hospitatility Management Services.

The Florida company began negotiations with the current owner of the Executive Inn a couple days ago with hopes of closing the deal by 4 Thursday afternoon.

But there's still some things to iron out before a final decision can be reached.
