$4.3 million to go to Virginia tornado relief
RICHMOND -- At least $4.3 million from Virginia's revenue surplus will cover public costs associated with April tornadoes that hit three counties in the state, Gov. Bob McDonnell said this week.
The funds will reimburse costs incurred by four state agencies and by Washington County in Southwest Virginia and Gloucester and Middlesex counties in the state's Middle Peninsula region. Prior to McDonnell's Tuesday announcement about the revenue surplus, the state already had dedicated more than $679,000 in tornado-related reimbursements to Pulaski County, which was hit by two tornadoes April 8.
The reimbursements cover costs associated with debris removal, damage to public vehicles and facilities, and first-responder overtime, administration officials said.
"It's a whole array of bills," said state Secretary of Finance Richard Brown during a press conference on Tuesday. "These things take a long time to sort of clear out. But that is the estimate we have at this stage of the game."
The storm-related reimbursements likely will increase after state officials finish collecting and processing receipts, a McDonnell spokeswoman said Wednesday.
More than 30 tornadoes hit Virginia in April, killing 10 people, injuring more than 100 and causing millions of dollars in damage. Four people died in an April 28 tornado that hit Glade Spring in Washington County.
The April 8 tornadoes that hit the town of Pulaski and nearby Draper damaged about 270 buildings and caused more than $5 million in damage. Within three weeks of the storm, McDonnell approved up to $679,050 in assistance from the Commonwealth Emergency Relief for Localities Program, including about $468,000 to cover local government expenses.
Among other things, the state assistance has helped pay for additional staff that were hired to assist with tornado relief efforts, said Robert Hiss, Pulaski's assistant county administrator.
The Federal Emergency Management Agency denied McDonnell's requests for federal disaster aid to the tornado-stricken communities. McDonnell said he complained directly to FEMA officials about the rejections last weekend while attending the National Governors Association meeting in Utah.
"We're obviously very disappointed with our multiple rebuffs from FEMA," McDonnell said Tuesday. "But at the same time we're going to do everything we can here."
The governor announced in May that he would set aside $600,000 in projected state agency savings for tornado relief, and the state has set up a website to collect donations from individuals, businesses and nonprofits.
