Boaters to be enlisted to help improve Silver Sands safety
MILFORD -- Boaters will be asked to come to the aid of anyone trapped by rising tides or swept off the Silver Sands State Park sandbar, scene of a July 4 drowning, but more expensive safety measures will have to wait.
Sen. Gayle Slossberg , D-Milford, said after an hour-long meeting she chaired Monday at City Hall that asking boaters to monitor Channel 16, the U.S. Coast Guard radio channel, won't cost anything and could be done before the weekend.
Other recommendations to come out of the meeting with state, city and public safety officials are to install a 911 emergency call box on the sandbar, which is visible only at low tide, and to purchase a personal watercraft for lifeguards to use to reach swimmers in distress. Those measures cost money and are further down the road, said Slossberg and Rep. Kim Rose , D-Milford, the co-chair of the meeting.
Closing off the sandbar altogether is not under consideration, the lawmakers said, though improved signage warning bathers of the danger could be installed. The sandbar, covered with mollusk shells, becomes treacherous during tidal changes because of Long Island Sound's strong currents and undertow.
Rocco Daddio, 34, of Hamden, drowned and a 9 year-old boy was plucked from the water by boaters July 4 after they were swept off the sandbar and pulled under as it become inundated. Some rescuers reported that lifeguards on duty at the crowded state park did not respond quickly and did not call 911.
Susan Frechette, Deputy Commissioner of the State Department of Emergency Energy and Environment, said Monday that the case is still under investigation and could not comment.
Frechette said that rescuers turn people back and prevent them from going to the sandbar where the tidal conditions make it too risky. There is a painting in the lifeguard stands, which explains when someone can cross safely on the island and Charles when they begin to return, she said.
Ask boaters to monitor the frequency of the Coast Guard has a meaning, Milford Police Chief Keith Mello said. "You have an obligation when you're on the water to render aid when you see someone in distress,'' he said. The police department's marine unit patrols offshore from Thursdays through Sundays, the chief said.
The fire department also has rescue boats, Chief Louis LaVecchia said. "Most rescues from the island are made by boaters already,'' the fire chief said. "They are not all in distress. Some people find themselves stranded out there and need a ride back in.
