Court issues arrest warrants for Rs 134m fraud accused

ISLAMABAD: Additional Sessions Judge Kamran Bashrat Mufti on Wednesday issued arrest warrant of an accused, accomplice in printing forged mobile scratch cards of different mobile companies and putting loss of Rs 134 million to local telecommunication companies.

The competent court issued arrest warrant of accused Zafar for not appearing before court and ordered Federal Investigation Agency (FIA) to arrest the accused as soon as possible.

A first information report (FIR) vide 10/08 was registered against 11 members of the gang for making forged mobile scratch cards, under section 36, 37 of Electronic Transaction Ordinance (ETO) 2002 and 420, 468, 471, 109, 406 of Pakistan Penal Code (PPC) by the complaint of local telecommunication company. According to FIA, on May 16, 2008, the local Telecom (Pvt) Ltd lodged a complaint with FIA Director General Islamabad. The complainant alleged that some unknown persons fraudulently modified the e-mails forwarded by the procurement department of local telecom company and generated extra batches of scratch cards. It was alleged that the unknown criminal’s printed17, 750,000 scratch cards of different denomination, out of that 905,987 scratch cards were sold in the market, which caused a loss of Rs 134.4 million to the complainant’s company. The matter was referred to FIA Crime Circle Rawalpindi, for inquiry and to report on June 14, 2008.

The accused Zafar was arrested on October 22, 2010, after his arrival from abroad. The accused gets bail to the relevant court on June 13, 2011, on the condition that he will appear before the court in every hearing of the case but the accused did not appear before court on different dates of case hearing.

On Wednesday FIA official informed the court that an informer of the agency disclosed that accused Zafar has gone to UK a few day back. The FIA official said Interpol has been informed regarding that matter and the agency is endeavoring to locate the accused in UK with the help of Interpol.

Earlier, preliminary investigations had revealed that accused Zafar played key role in making of forged scratch cards being ring leader of the gang and allegations against accused Syed Nabi proved that he managed to sell scratch cards amounting Rs.
